What are the ways to decrease boiling point of any chemical without changing pressure? Other methods...if the chem is decomposed u/vacuum
 
You can't.

What chemical will decompose in a vacuum?

You might want to look into the principles of steam distillation. It works somewhat like vacuum distillation where the partial pressure of your product in the vapor phase is low, but the total pressure can be be atmospheric because the of the steam. Other liquids than water can be used.
