There is no calculations for the bottom plate. The floor is just a min of 6mm as good practice.
However, if you actually mean the annular ring then according to a text book I read long time ago clarified that the annular ring is sized as a cantilevered beam (fixed at the bot shell to ring juction) to support a column of liquid. This is on the assumption that the foundation has settled and this width of ring has to be able support the column of liquid.
Our specification for tank bottom thickness is as the above 1/4" minimum or equal to the first ring thickness which ever is larger. If the first ring is 5/16" the the bottom plate is to be 5/16". All our tank bottoms, both alloy and CS, are also butt welded no lapped seams.
