bonding silicone to polycarbonate possible?

I need to cast a thin sheet of polycarbonate inside a layer of silicone rubber. I was hoping to find something to prime the polycarbonate with that would allow caulking to stick to it and remain mostly clear (translucent).
The purpose of the caulking is an intermediate layer that can bond to the casting silicone, which will then be poured in the mold around the polycarbonate.
 
Yes with the use of a primer such as a polyolefin primer. Remember, the surface energy of the silione will be raised for a window of time---usually 20 minutes and then it will dissapate.
