In Wildfire (Drawing mode):
Edit-->Cleanup-->BOM Baloons
You will still sometimes need to clean them further or reposition them in a more logical manner, but it will save you a lot of time when you have hundreds of baloons to work with.

Are these live baloons or make baloons? You can place make baloons as an offset to live baloons, so when the live baloons move the make baloons move. You can also relate the make baloons to a view, so when the view moves the baloons move with it.
