Bolt torque values

Dear members

I need a clarification on torque values .
I have a torque table which says that
for 8In bolts torque values are Min 8Nm and
Max 10 Nm .These values are given under a table column which reads serrage electrique / rondelle contact

Similaly for same size under serrage mecanique / rondelle onduflex the torque values are min 15 Nm and max 18 Nm

Can anyone explain why the torque values are different/
Is it something to do with methods of torquing?

Maybe one set of figures is for dry assembly and the other for lubricant assembly

I think it is application based. For electrical connections that have low applied forces and low strength members, you use low torque (and low preload). For mechanical connections that have high applied forces and high strength members, you use high torque (and high preload).
