As per AISC-360 bearing strength of bolt holes is given as
i) When deformation at the bolt hole at service load is a design consideration
Rn = 1.2lctFu ≤ 2.4dtFu .
What is the meaning of "service load is a design consideration "
and when to use Rn = 1.5lctFu ≤ 3.0dtFu

It just depends on whether you can tolerate any deformation. If not, use the first check. If a bit of hole distortion is acceptable, use the second.

according to Eurocode the bearing strength must be reduced if it is intended to change the bolt once.
This depends on the usage of the structure.
If the bolt need to be changed once in life time you cannot accept too much of deformations, thats why the strength is reduced
