To clarify...

In Terms of References (ToR) of project I'm developed in, there is information that reinforced concrete shall be designed in accordance with the last version of regulation and codes of practice (including the Blue Book). Writing as person who has not got opportunity to use Blue Book, I ask the questions:

1. what I will find in Blue book related to reinforced concrete?
2.

The Blue Book is usually a collection of specifications and details that local governments (Towns, counties, etc.) use as a default for their design and maintenance projects. Larger entities (for example, Clark County, Nevada) have their own set of Standard Specifications. And sometimes these are referred to as Blue Books locally.
I would guess that they mean to use the Blue Book materials as your design assumptions (Class AA concrete is 4000 psi, reinforcing is 60,000 psi, etc.). In my experience, the Blue Book does not have any design procedures or guidelines beyond that.

I have received complementary copies of the "Blue Book" for many years, and have never cracked one open. Never had the need to, let alone the curiosity. It just sits on my bookcase to add a little color to my life.

I assume that if I were local Contractor (architect, desighner, contractor of construction works) having information about blue book, I would know how the works related to reiforcement concrete works shall be done? Otherwise - my Subcontractors/Suppliers shall know what to do with the blue book information? Please clarify me if I'm wrong.
For me the problem is I do not have a knowledge about specification, governmental requirements implemented in f.ex. Africa, and the ToR instructions of the project are poor in the area of construction works performance.
