Blowoff piping insulation requirements

There is a high pressure/temperature steam heat exchanger that has an intermitant blowoff piping. B31.1 covers up to the first two isolation valves. There is a note on the drawings I have that states that these two y-globe valves are not to be insulated. It is not by the manufacturers request. I cannot find anything in B31.1. Can anyone give me some insight as to why high pressure/temperature steam valves would not be insulated.
