Blind Flange With Opening

Hi,

I have a 72" blind flange and need to attach a 12" pipe at it, as in the sketch below:

My question is: can I size the thickness of that blind as per ASME Code Section VIII, UG-34? Or, since is a blind with openening, the thickness is bigger than a regular blind thickness. I didn't find in the ASME Code this specific case, can someone help me?

UG-39 states that if openings are greater than half of head's diameter, thickness shall be calculated as per appendix 14. When openings are smaller, which is my case, ASME code does not say anything about head thickness. So it's implied, I guess, that thickness is the same as in UG-34. If I'm thinking correctly, this addresses my question, thanks.
