when using the blend option in variable fillet is there a way to force the set back distance to be greater than a sellected edge?

No. The set back distance needs to be less thn the length of the edge. If you require geometry like that create the edge to be filleted at the required length of the blended fillet and then use another operation to remove the unwanted material. This is only useful if one end of the edge to be filleted has that requirement.
 
Or you can do it the old school method: surface the fillet and sew it onto the solid.
