Bleed and Purge Natural Gas Line Repair

I am in the process of developing a plan to change a vent valve on a large natural gas line. I am familiar with the precautions and safety measures, including properly blocking, bleeding, and purging the line before any work is done. However can someone please tell me what code calls for the bleed and purge? I am thinking it's in OSHA 1910.147 or NFPA 54. Sharing an exert from the code would be very helpful!
 
1910.147, also see 1910.252(a)(3)(ii). 'Large natural gas line' sounds like it could be 49 CFR 192 regulated, if so §192.751.
 
751 is similar to the OSHA regulation as it also does not specifically require blocking and purging, only a noncombustible mixture.

There are firms that carryout hot piping.
Get the professionals involved.
 
For flammable gas, purge is only required when you've got hot work on the equipment, or if there is personnel access into the equipment.
