Bistatic radar - Receiver

I'm interested in purchasing or constructing the receiver and antenna section of a bistatic radar installation that could be used to monitor the movement of aircraft in my vicinity. I assume existing nearby airport radar provides suitable initial pulse transmission. Has anyone done this kind of thing before? Where could one obtain information, hardware/software etc. to do this? There are three nuclear power stations within 100km of where I live, I thought that some kind of anti-terrorist early warning system might be possible.
