Bi-metal welding aluminum to steel

We have new application where we will weld aluminum to steel using a bi-metal spacer. I am looking for suggestions (guidelines) on how to weld and fabricate using bi-metal. Is there any documentation on suggested practices for welding bi-metal?
 
They make Al to CS transition joints in the ship building industry for use when the have an Al superstructure on a steel hull. They still build commercial boats but I think the Navy has dropped this design.
These transition pieces were made by explosive welding.
