Best Structural system

Hi,

Lets say i have an supplying building for water and electricity i have water tanks in ground floor, Pump rooms and service tunnel with total area 1190 m2 which is best structural system for it and for it's foundation if we had a trenches conditions.

I think cast in place, reinforced concrete.
 
I've seen a lot of mixed precast and cast-in-place concrete for buildings like this, precast tanks, vaults, trenches, etc. and cast-in-place concrete around them. Seems to work well.

I have also seen structural steel and structural steel with CMU shear walls. Also, structural steel with precast. Are there any other buildings being constructed on the site at the same time?

Is this a 1 story building? If your tanks, trenches, etc, bear on grade, it would make the most sense to me to build the foundation/tank out of concrete, and use steel for the shell.
