Best Software to Model HEC-22 EGL/HGL

Looking for best modeling software that follows HEC-22 guidance and correctly calculates the EGL/HGL per the HEC-22 guidance. Specifically, the HEC-22 method for calculating the energy losses in inlets and access holes (Section 7.1.6.7). From what I have seen, all the modeling software calculates minor losses but they do not follow this current method for considering inlet control/outlet control of the exit pipe similar to culvert hydraulics. Has anyone ran into this issue? How are you modeling this method - hand calculations? Thanks!
