Best 3D Cad Viewer?

Hi forum,

I am looking for a 3D-CAD viewer which simply should do the following three things:

1.) let me choose layers/components to display
2.) let me freely rotate the 3D model on-screen
3.) export the current view to high-quality PDF, preferably vector based PDF

In general, the major CAD platforms each have their own viewers available.
 
For a large drawing (*.dwg), I can copy the file to a USB stick and run it in Bricscad on my laptop faster than AutoDesk's or Microstation's viewer will load it on my desktop at the office. Not only view the layers, but, edit them... You might look into a non Autodesk product.
