BEP Hydrotest Pressure Limit

I have a question about the hydrostatic test requirements for a forced-flow steam generator with no fixed steam and waterline. PG-99.3.1 states that the test pressure is to be 1.5 the MAWP at the superheater outlet, but not less than 1.25 times the MAWP of any part of the boiler, excluding boiler external piping.

The Code paragraph says that I do not have to worry about the BEP when conducting a hydrotest. This seems wrong to me as the design pressure for the BEP can exceed the test pressure.

Does anyone have any insight into why this is written this way?
