Bends In Conduit

I went out to a jobsite today and some of the ditches in which the Contractor had installed underground conduit were still open. In the area of an electrical room one run of conduit had a 180 degree bend closely followed by a a 90 degree bend that turned the conduit up into the electrical room. I was under the impression that individual bends in a conduit run could be no more than 90 degrees. In any case this is poor workmanship. The code says:

"There shall not be more than the equivalent of four quarter bends (360 degrees total) between pull points, for example, conduit bodies and boxes."

Anybody got anything for me?
 
Are there more or fewer than 360 degrees total? Sounds kinda strange, but I haven't seen the situation they were trying to deal with.
