Hi,
Sorry if the question feels too naive to ask. I have a soil report for an embankment. Now I want to analysis it for stability. My question is at which material properties I can assume a new layer as bedrock?

Is it dependent on strength parameters or stiffness parameters?
 
What are the results of your soil report? Were they able to get a CPT?
 
Don't most programs just call rock a "hard layer"? Soil sliding would not penetrate into it -assuming your rock is not highly weathered. What kind of rock? Degree of weathering? Residual soils? Tropics?
