Bearing Housing and Polyurethane coating

Hi,
I'm trying to verify a wheel design:

Here are the selected parts:

1- Shaft 4"
2- SKF bearing 32020 X/QDF
3- Housing Regular A36 Steel
ID: 5.9055"
OD: 11"
4- Polyurethane coating thickness 0.5", hardness 60D to 75D

Forces:
Dynamic: 4000 lbs
Static: 10 000lbs

My question are:
1- How do I verify the Housing? What do I have to calculate? I found the internal pressure but I'm not sure what I should compare it too.

2- For the polyurethane coating, how do I select the wright thickness and hardness
