Bearing capacity of compacted ground surface

What shall be the soil bearing capacity on ground surface for the layer of backfilled marl/cohesive material is compacted to 95% modified proctor density.
 
While shear strength, as measured with a plate bearing test, may not result in usable bearing capacity, possible settlement probably governs. In which case consolidation tests may do the job. However marl might have some peculiar properties that these tests do not address. 95 percent Mod. Proctor is usually an indication of acceptability for density, not always bearing capacity.
 
Why? What is your application? "Bearing capacity" is normally associated with foundation applications; however, foundations should not be bearing at the surface for a variety of reasons. Please provide additional information.
