BEAm REINFORCEMENT

Hello everybody, My architect has recommended 2 nos of rebars at top and 3 nos of rebars at bottom (all 20mm dia)of beam. In addition 3 extra shortpieces (16mm) in the bottom middle and 4 short pieces (16mm) at the top (L/4) at the column beam intersection. Since all the rebars cannot be fitted in a line he has suggested two rows of 3 rebars each for bottom & top reinforcement seperated by 20mm chairs. Is it over reinforced?? Is it the right way to layout rebars?? The span is 17 ft and 15 ft . The size of the beam is 12 inches wide and 14 inched depth. The size of the column is 12 inches X 18 inches with 8 nos 20mm dia rebars. The concrete covering is 1.5 inches and the rebars of the beam run inside of the column rebars. thus in practicality, the size available for beam reinforcement is only about 180 mm wide and 280mm. I LIVE IN A HIGHLY SEISMIC AREA. (please explain in simple terms as i am not from structural background please.)
