Battery Operating temperature Vs Ambient temperature

In an article, I read that "The manufacturer specifies battery performance at the reference temperature of 25 °C (77 °F). As the battery temperature falls below 25 °C (77 °F), battery capacity decreases. As the battery temperature rises above 25 °C (77 °F), battery capacity increases".

1) Why does the battery capacity increases when the temperature increases?
2) How the ambient temperature affects the operating temperature of the battery? Ambient temperature Vs Battery temperature?
 
For every 10 degree rise in temperature chemical reactions double in speed. Batteries are completely defined by their chemical reactions.
