What a quagmire. I imagine the only ones who win this is the Attorneys.
 
Initially the story read as if a power transform failed. Now it reads as if a control transformer failed. At the same time, we saw a lot of black smoke during the outage which a control transformer failure doesn't explain.
 
A power transformer is usually in the KVA or MVA range and may transform 6kV to 480V or 480 to 120V for powering motors and lighting.

A control transformer is typically in the VA range and would transform 480V to 120 or 24V. A control transformer powers controllers and relays.
