Backyard Canopy Project - CMU Block is not grouted. Options?

Hello. I'm new here but I hope someone can be of assistance.
I am building a canopy in my back yard. The design was created by a licensed engineer to withstand cat 3 hurricanes. I attached the drawing for reference. My problem came up while mounting the MBHU to the block wall. The block is not filled and the plans call for it to be. The engineer recommended cutting an opening and filling with concrete and rebar. Is this pretty much my only option? If so, what is the most efficient way to do this?

Simplistically, hire a contractor and follow the approved plan set.

I'd cut holes into the cavities of the block. Hire a ready mix outfit to come over with a concrete pump and have them fill with a 3,000 psi grout. It can be done by hand with a step ladder, a strong teen ager, a wheel barrow, bags of mortar, a made-up funnel to reach hose holes, mixing tools, hose and a lot of time.

If the reinforcement in the block for the house is not known or known to be grouted, how could your engineer say that the canopy is good for a category 3 hurricane?

The whole house might disappear, canopy and all.

Per FL building code, the blocks at the corners should be filled. It was an appropriate assumption given the circumstances. This particular part of my house was an addition (not by me). For whatever reason, the cells weren't filled at the time of construction. In addition, he is a licensed structural engineer. One could ask how anyone surly knows structure unless you have the original plans and watched every step of the way.

That's probably the route i'll go. I was hoping to get a way with one opening at the top rather than multiple openings.
