Hello,
Are there any good software programs to help calculate pipe wall thicknesses per B31.3 process piping?

Excel or mathCAD

It really isn't very complex.

Plus, making your own one in excel (I did it some time ago) helps you understand the code better, and allows you to customise the tool to your needs. I included an external pressure calculation in it per the rules of ASME VIII-1 UG-28.
 
I think there are a few calculators out there.

I have been using a handy one called PipeSelect. This covers a lot of materials, pipe sizes and design temperatures. You may check youtube for that. This saves me a lot of time as it is quick and easy to check.
