Clause 122.5.1 of B31.1 states that "Where pressure-reducing valves are used, one or more relief devices or safety valves shall be provided on the low pressure side of the system. Otherwise, the piping and equipment on the low pressure side of the system shall be designed to withstand the upstream design pressure......"

I looked up B31.3 and it does not seem to have a similar clause, unless I am missing something here. Is someone able to shed light on this?

I don't believe there's a similar statement in B31.3.

Para 301.2.2 says the system shall safely contain or relieve pressures. It mentions sources of pressure include failure of control devices (such as pressure regulators).

Para 322.6.3 basically says that relief devices shall be in accordance with ASME Section VIII.
