B31.1 137.3.2 and 137.7 allows initial service testing for non boiler external piping "when specified by the owner" "other types of tests are not practical or when leak tightness is demonstrable due to the nature of the service"
B31.1 2020 added a paragraph after 137.3.2 which gives conditions when 137.8 testing (100% NDT) can be applied. But the question is, does this new paragraph only apply to Boiler external piping (with required hydrostatic testing) and initial service testing for non boiler piping is still allowed?
Seem to me that initial service testing must still be allowed, otherwise why keep 137.3.2 and 137.7 in the code?
I think this is code drafting error and new paragraph should not be part of 137.3.2. Maybe a new clause.
