In Appendix II of ASME B31.1, a method for determining the pressure at the discharge elbow of a relief valve is presented. In this equation, II-2.2.1, one is required to use the "stagnation enthalpy at the safety valve inlet". If the relief valve is on a steam accumulator designed for steam at 250psig at saturation conditions, is the stagnation enthalpy the same as the vapour enthalpy of the steam at saturation conditions? Does anyone now why the term stagnation enthalpy is used?
By using the term "stagnation" does this take into account the fact that at the safety valve inlet there may be minor pressure drops or temperature losses locally?
