B31.1 A691 NBEP Allowed?

Hello

I have an application where I would like to use 2.25CR-1Mo A691 for use in a NBEP location that has been designed with B31.1. In Table A-2 Note 1 it states that "THIS MATERIAL IS NOT ACCEPTABLE FOR USE ON BOILER EXTERNAL PIPING". It does not say anything about NBEP so I am free to use it correct?
