For alloy 400, the user's requiremnet is flat bar (12 mm. thickness, 90 mm. width). What's the suitable reference ASTM B127 or B164?

ASTM B 164 defines a bar as being at least 3.2 mm thick and up to 254 mm wide, so you should order this material according to ASTM B 164.
