AXISYMMETRIC boundary conditions?

What is the best practice to model a cylindrical storage tank , with annular plate bolted to the foundation.
I want to model use the AXISYMMETRIC capabilities of ANSYS .

my issues/ questions are about:
Boundary conditions
Fixation to the ground

A small model in ANSY workbench would be very appreciated
