Does anyone know a manufacturer who can supply an axial piston pump that can handle 53 GPM with 10% turndown with NO VFD?

Not sure what a "10% turndown" is-if you are refering to varying flow then there are several companies/product lines that fit the bill with control that varies from manual to electric/proportional control of the swashplate.
