AWS D1.4 Section 3.2.2 (1998 & 2005) Question

Does anybody know why AWS D1.4 Section 3.2.2 states that welded lap joints shall be limited to bar sizes No. 6 and smaller?

If eccentricty is addressed in the design of the joint and weld as required in Figure 3.4 within AWS D1.4, I don't understand why welded lap splices would be limited to No. 6 bar and smaller.
