AWS D 1.1 vs 1.5 qualifications

I have a contractor installing a prefabricated bridge who wants to use a welder certified AWS D1.1 in lieu of D1.5 for field welding the pile cap to the piles. The pile cap and the piles are both HP sections 12x53. Plans call for welding per AWS D 1.5 with E70XX electrodes. The bridge manufacturer is OK with the welder cert D1.1. I don't know much about the AWS standards, just that 1.5 is for bridges and 1.1 is for structural steel. Anyone got any advice for me?

D1.5 for whatever reason includes only superstructure. D1.1 takes over from the bearings on down.
