automated averaging

IS there an "AVERAGEIF" function, or a reasonable facsimile thereof?

I have a weeks worth of time-stamped data. Is there a way to average all the data for say, 15:00 hrs?

You could make a pivot table with averages and select the specific time you want.
 
you could "DAVERAGE" as well:

DAVERAGE(database,field,criteria. You can also use Boolean operators to create multiple criteria
 
How about SUMIF divided by COUNTIF?
