Autocad 2000 Redefining Blocks 3

I have tried to redefine a title block by inserting a file, with the same name as the titleblock. This appears to be partially successful. Although the block appears to change, even when exploded, when I go to edit the attributes, by using the edit block button, in the "edit attribute" window they still maintain the old attribute tags.

Is there a way of updating attribute tags in the "edit attribute" window?

You should use the REFEDIT command. Keep in mind that you need the commands REFSET and REFCLOSE to save changes and finish the reference editing.
