Auto select axis values

On what criteria does Excel (2007 particularly) decide when to use a zero minimum value with auto axis option, and when to use a non-zero value closer to the minimum value of the selected data?

At times I'll be happily working with a cart, changing data, etc. The chart axis min and max values generally change with the range of data. But occasionally, the chart will default to zero min axis values and I can't get it to auto recognize a non-zero min value again, regardless of the data range.

The only solution I’ve found is deleting and starting over.

Any ideas? Anyone else notice this?
 
I notice the auto-scale feature has some intelligence built into it... tries to begin and end on round numbers which sometimes ends up creating too much wasted space on one end fo the chart or other.

Of course if you don't like the scaling, you can right-click the x axis and select "format axis" and type in your desired minimum. (I assume you know that... but I'm not sure why you would want to delete and start over instead of just fixing the axis manually to what you want).
