They are suggesting community hub battery sub stations. The one in the photo will keep 4000 houses going for 1 hour. Typical outages are 5 days long. So in reality 33 houses.

Bandaid the grid, to be honest.

There's a bit of an argument as to whether burying powerlines is a long term bad investment. As the article mentions they do it in Canberra. I must admit I always marvel how Canberra's streets have no potholes, the pavements don't trip you up, and every street is re-laid as opposed to patched.
 
when you say "resilience", you mean "fragility" ?
