Attaching a rotating wire to a still one

What is the standard method for attaching a constantly rotating (>360) wire to a still one... is it even possible? Will everything still flow right?

I'm not afraid to ask this question even if it comes off as basic.

Slip ring. Like the brushes in an automobile alternator.

 
If it's a single connection then it's possible to make the connection to the shaft end as well as a point on the circumference. A carbon brush of some form is the typical transfer.
