How to prevent the Operation of the ATS in case VT fuses blown??

Is there any way to avoid this sys interruption rather than the supervision relay of the VT?
 
Also look at a separate voltage downstream of the ATS and require that it also be out before transferring.

If you have line and bus VTs, you can know if your Line side is actually OFF or its blown fuse. Transfer scheme shall look at both Line and Bus voltages.
