I am reviewing mill certs of ASTM A588 Cat. 3 steel plate and notice ft.lbs values for -22F around 200 even 300. Is this something occurring in industry? Is this normal or should it be suspect?
The values are suspect to me based on review of older CVN impact test data on A588 bridge steel. This is a high strength, microalloy steel. Even with fine grain, I would expect 50 ft-lbs at -20 deg F.
Recent development for high strength microalloy steel pipeline materials may require very large toughness against the ductile fracture in addition to the brittle fracture. The steel that you mention is very similar steel that API 5L-45th refers.
If they provide the toughness larger than you require I would use that steel as long as the provider meets the requirement of the standard. However I would ask the provider for the confirmation of those values.
