ASTM A519 Gr 4130 mill test 1

The ASTM spec for low alloy tubing does not specify a mill hydro test. It is neither there in the recommended supplementary tests.

A106 and A213 specs do call for mill hydro tests.

What is the reasoning why the A519 excludes the mill test.

 
Depends on the end use of the specification,and members of the ASTM Committee that developed the specification.
 
And since a hydro basically tells you nothing other than that it doesn't have any big holes in it.
Typically we would UT or ET (or possibly flux leakage) test this type of tube.
This is hot finished, so it will be machined and heat treated before it is used, usually.
