If I have two plates in stainless steel cladded on carbon steel plate. Is it necessary to test specimens of two stainless steel plates for mechanical testing to qualify to ASTM-A-264?

I have a copy of the standard, I am in doubt in paragraph 8.1

I reviewed 8.1 this discusses the possibility of product analysis as it applies to the cladding material itself. Read on to 8.2.
