Assessment of Thickness Loss on Annular Plate of Double Wall API-620 Tank

Good Day Members,

We have double wall Ethylene Refrigeration tank designed per API-620. Thickness loss is detected on annular ring projected outside the outer tank. Assessment procedures in API-653 are only applicable to tank constructed as per API-650 and API-12C. Similarly API 579-1 don't address assessment of annular/bottom plates.
Can anyone guide me with the procedure to assess the condition for future operation.
