I have a manifold section that requires quench and temper heat treatment of the long seam. A particular customer order needs this manifold to attach to a pipe system that is sized such that it will require PWHT of the closure welds when they attach to the pipeline (1.75"). My WPS is qualified with Q&T and stress relief PWHT from another project. This should be acceptable to use even though my shop is not performing the final PWHT, correct? We will only weld the long seam and Q&T the manifold. My thinking is that the PQR shows the long seam capable of handling the Q&T and additional PWHT which the ends will experience on the final installation PWHT. QW 407-1.a.4 addresses Q&T heat treatment, but could be open to interpret whether this secondary PWHT counts as the 'below the lower transformation temperature' portion or not.
