ASME SEC VIII DIV 1 Titanium Welding/Explosion Bonding 2

A s per UW 27 foot note 6 explosive welding is a solid state welding process.
As per UNF 19 Titanium shall not be welded to other material.

The Question is,
Is Explosion bonding different from Explosion Welding? if no then
Is it permitted to have explosion Bonded Clad titanium plates in a U stamp jobs?

 
IMO-This should be looked at as a "clad" part for corrosion and no credit taken for the Ti.
 
What if the Clad plate is used as a Tube Sheet and the tube to tube sheet joint is strength welded? In this case is it permissible to have Claded Titanium + Carbon steel tube sheet/
 
Work around it. Expand the tubes and seal weld.
