ASME SB-564 Maximum section thickness for N06625

I’d like to revisit an older discussion thread that doesn’t fully cover my current query:

I'm referencing ASME SB-564, “Specification for Nickel Alloy Forgings,” specifically Table 2, which details mechanical property requirements. While most listed alloys lack a maximum section thickness limit, Alloy N06625 includes two specified thickness ranges with associated mechanical properties. For the range over 4" to 10", a unique Note B applies, stating:

“Over 4 to 10-in. (102 to 254-mm) diameter for parts machined from forged bar.”

The phrasing of this note is somewhat ambiguous, and I’d like some assistance in interpreting it accurately. I see two possible interpretations:

1. Only forged bars up to 10" in diameter can be used in this thickness range, and other forged sections are not permitted.
2. Any forged section is acceptable in this range, but if using forged bar, the section thickness is limited by the bar's diameter.
3. something else.

Your insights would be greatly appreciated.

Or it means that for parts in the 4-10" range you can't machine them from forged bar over 10"
