My question is as follows:

If a welder is qualified to weld on a pipe >2.5 NPS does this qualify him/her to weld a fillet weld on a pipe <2.5 NPS?

Did the welder qualify on a groove weld, or fillet weld?

No, if qualified by a fillet in accordance with ASME IX, Table QW-452.4;

Yes if qualified by groove weld per ASME IX Table QW-452.6.
