ASME Question regarding U1A min material allowance

Working with my main welder he has a lot of experience but want to validate some information.

We have a U1A and data plate that has a min shell thickness of .195 MFG of .395 corrosion allowance is 0
What does this mean for corrosion if I have pits/corrosion below MFG does it fail or is it allowed to the Min thickness
My understanding of corrosion allowance is a material thicker than needed was selected to add thickness to allow for corroded areas am I correct in that thinking or wrong.
Forgive me I am a registered inspector but my back ground is mostly DOT cargo tanks and I am learning ASME/NBIC as i go
